Debug and fix failing GitHub PR checks that run in GitHub Actions. Uses the gh CLI to inspect checks and logs, summarize failure context, draft a fix plan, and implement after approval. Use when a user asks to fix CI failures, debug GitHub Actions, or investigate failing PR checks. Treats external CI providers (e.g., Buildkite) as out of scope.
